INAIL, Italy’s national workplace accident insurer, has signed a cooperation agreement with municipal association ANCI Puglia and the region’s joint construction-sector bodies (Formedil Puglia and CPT Puglia Centrale) to promote the use of personal protective equipment on construction sites. The agreement was signed on Saturday 12 September 2026 in Taranto, Italy, during the Ediltrophy Puglia e Basilicata event; INAIL announced the partnership on 14 September 2026.
“Capatosta” awareness campaign
At the heart of the cooperation is the “Capatosta: indossa i Dpi” (“wear your PPE”) campaign, focused on the correct use of safety harnesses and helmets on construction sites. A previous edition of the campaign reached over 221,000 views and 83,000 accounts, according to INAIL. ANCI Puglia will distribute materials through municipalities to public construction projects; the region’s joint construction bodies will do the same for construction firms and training centres.
INAIL representative Claudia Pastorelli said the organisations want to make safety more visible and closer to workers. ANCI vice-president Onofrio Di Cillo called the agreement a step forward through institutional cooperation.
Relevance for EHS professionals
Compliance with PPE requirements on construction sites remains one of the sector’s most persistent challenges worldwide, despite decades of regulation. This partnership shows how local authorities, insurers and sector training bodies can jointly scale up awareness campaigns — a model that is transferable to other jurisdictions with fragmented construction sectors.
